Software Defined Network (SDN) is a programmable network which separates the control logic-plane and hardware data-plane. The SDN centrally manages different Internet of Things (IoT) enabled smart devices like, actuators sensors connected in networks. Smart city infrastructure an application IoT purpose to manage without human interventions. To collect real time data, such generate large amount data increasing traffic network. maintain quality services (QoS) networks, needs deploy multi-controllers. But communication performance reduces due unbalance load distribution on controllers. balance controller intelligent cluster based Grey Wolf Optimization Affinity Propagation (GWOAP) Algorithm proposed when deploying multiple controllers SDN-IoT algorithm simulated experimental results able calculates minimum overall cost comparison with Genetic (GA), Particle Swarm (PSO) (AP).
